Owen McCarthy

Managing Director, McCarthy Market Access

Owen McCarthy

Owen McCarthy leads the firm’s work with DME and connected-device companies. He reviews and signs each recommendation, including its supporting evidence, assumptions, and risks.

Owen is a strategic operator, not a single-issue adviser. Reimbursement decisions shape a company’s evidence plan, commercial model, financing and partnerships, and his advice accounts for all of them rather than answering the coding question in isolation.

Owen co-founded MedRhythms, the company behind InTandem, and was part of the team that created its new Medicare code, HCPCS E3200, and won its DME benefit category and payment amount. That experience bringing a novel device through the reimbursement process informs the firm’s approach to coding, benefit-category analysis, and payment evidence.

He also brings a policy perspective. Owen chaired the board of the Digital Therapeutics Alliance from 2021 to 2022, after co-chairing its reimbursement working group, and has served on the board of the American Telemedicine Association. That work put him in the rooms where payers, regulators and industry argue about how new technology should be covered and paid for.

That experience predates McCarthy Market Access. The MedRhythms outcome reflects the work of its team and contributors. The firm’s public-record example identifies the relevant CMS determinations.

Engagements begin with a written scope, a fixed fee, and an agreed delivery date. The firm provides strategy and a handoff for counsel; legal advice and filing remain with the client’s chosen counsel.
